Tuk-Tuk and Rickshaw drivers across Waveney may need to apply to get the same license as taxi drivers as part of a new policy proposal by the local council. The licencing committee will vote on whether drivers will have to obtain a Hackney Carriage License before being able to transport customers for a fare.
Rickshaw Rules
The proposals will include both motorised and pedal-powered rickshaws subject to a vote. The riders would have to go through the same criminal records check as taxi drivers, hold a full drivers licence and medical certificate subject to the standards of the DVLA. The checks will not include the geographical tests that taxi drivers face, as rickshaws will be restricted to predetermined routes agreed with the town council.
The move could hurt volunteer rickshaw riders, including those who work for charities. Non-profit charity, Cycling Without Age offers free rickshaw rides to the elderly and there are concerns that they could have a reduction in rider numbers if they have to apply for a licence.

Mixed Views From Taxi Trade
Taxi drivers in the local area were generally supportive of the move permitting they abide by the laws. Bryan Grant said: “I have no objections to them operating off the main highway in the Waveney area during summer and autumn months. Preferably for usage along the Promenade as they are slow moving, these will be a nice feature to our town.”
There were some drivers who objected to the rickshaws on the streets of Waveney. P Vigo di Gallidoro said: “They seem to do nothing but cause chaos. They do not abide by any rules, pick up passengers from taxi ranks, do flag-downs and charge whatever they think. I see no way that proper control could be administered over these rickshaws. Saying the vehicles would only be allowed to do set routes on set prices is living in cuckoo land.” The story in Waveney is an interesting one and may spread to other councils, we’d love to know your views.
